Preliminary Application Conference (PAC) Meeting Request

Prior to the official filing of a plat, site plan or any land use development application, the developer shall request a mandatory Preliminary Application Conference (PAC) to consult with and present a conceptual plan of the subdivision to the Planning Department for comments on the procedures, specifications, and standards required by the City for the land use application.

The goal of the PAC is to aid the applicant by explaining the land use application in question, discuss the conceptual design for the project, providing a plat processing checklist, determining the requirements for the Construction documents, providing guidence on City standards, the identification of required reports, and studies to be performed in connection with the engineering studies or reports, identifying additional stakeholders (for example, TxDOT, Venus ISD, Mountain Peak Water Utility District, Texas Commission on Environmental Quality among others). Identifying proper zoning, land use, and communicating estimated costs including impact and development fees.

Preliminary Application Conference (PAC) meetings are generally held in 1 hour increments with the City of Venus staff.  Meetings are scheduled Fridays between 9am to 11 am.  These meetings are meant to be a "due diligence" type of meeting designed to help developers in their upcoming project in the City of Venus. 

To schedule your meeting please complete the application and email to our Planning & Development department. Please attached a concept plan of the proposed development.  Once your application is received, you will receive an email with date and time according to your preference (if available).  

Who should schedule a PAC?

Potential applicants that have already contacted the Planning Department, or another staff member regarding a potential project, and have been recommended by staff to schedule a PAC.

What is discussed at a PAC?  

Applicants submit process questions and technical questions for staff regarding a specific property or a specific use on a property.  Preparing questions in advance of the meeting helps staff to have answers ready at the Preliminary Application Conference.

When are PACs held?  When do I need to schedule?

Preliminary Application Conferences are held on Fridays in one hour time slots from 9:00 a.m. to 11:00 a.m.  Meetings are scheduled on a first-come, first-served basis, and must be submitted online by Tuesday at 5:00 p.m. the week prior to be considered for the following week’s meetings.

Where are PACs held?

Preliminary Application Conferences are held at Venus' City Hall, located at 700 W. US Highway 67, Venus, TX  76084.  They are held in the Conference Room located at City Hall.  As you arrive at City Hall, please check in at the window.

Why do I need to schedule a PAC?

A Preliminary Application Conference provides the opportunity to find out information about a development site that you may not already know.  Staff will provide information about infrastructure requirements to develop a site, the potential responsibility to reimburse Venus or other entities for previously-constructed infrastructure, fee structures, etc.  Venus staff highly recommends taking the time to have a PAC meeting prior to submitting any land use application.
